Joe was the mechanic friend of Negative Man (Larry Trainor). In order to get close to Negative Man, the villainous Doctor Death paid Joe to be scarce for a while and let him take his place. It isn't clear that Joe knew the extent of Doctor Death's villainy. The villain was, after all, disguised as mechanic "Charlie Link." Nevertheless, one has to wonder what kind of "friend" takes a bribe like this. Joe might not have been as good a friend to Negative Man as the hero thought.
