The nefarious Doctor Death planned to replace U.S. Speaker of the House Sloane with a robotic duplicate after killing the U.S. President and Vice-President. Doctor Death would then control the United States because he would be in control of the "Speaker-of-the-House" (actually his robot) as he ascended to the Presidency. Negative Man and the Chief (Niles Caulder) of the Doom Patrol thwarted Doctor Death's evil plan.
