Herr Von Shimmel was a leader of a group of Nazi war criminals who were trying to create an army of intelligent, obedient apes with which they planned to use in future conquests. Beast Boy thwarted the plans of these Nazis.
It is quite possible that the "intelligent, obedient apes" which the Nazi war criminal in the story were producing were never actually called the "Ape Brigade" anywhere other than in the story's title.
