Mr. Farrell was Valerie Cooper's boss early in her career. Farrell was apparently a government employee at the time, and Ms. Cooper did not know that he actually was loyal to the villainous Secret Empire.

Farrell manipulated Valerie Cooper into unlocking Kyle Gibney's potential as a killer. Gibney would become known as the super-hero "Wild Child," a member of Alpha Flight and X-Factor. But earlier, Farrell was trying to use Cooper's work to mold Gibney into a weapon or lethal agent for the Secret Empire.

Whether Mr. Farrell was a full-fledged scientist or not is not entirely clearly, but he clearly had extensive knowledge of genetic engineering and child psychology, knowledge he used in working to fashion mutants such as Kyle Gibney into agents for the Secret Empire.
