The New Order was a group of super-powered terrorists named Cain, Ammo, Corona and Scud who commandeered a nuclear facility and demanded "one billion dollars and all mutant wild life freed." Apparently they were metahumans who were born with their powers.

The group was defeated by the Flash (Jay Garrick) and Green Lantern (Alan Scott).

Their demand about "mutant wild life" seems rather odd and doesn't match well-defined patterns of super-powered terrorism. Were they mutant activists? Radical environmentalists? Animal rights activists? Who, exactly, was confining "mutant wild life?"

Or perhaps they were just criminals who wanted to extort the country for one billion dollars and their activist/terrorist demand was just a cover? A careful reading of this story may or may not provide answers to these questions.
