An unnamed scientist (in the near future of the Fantastic Five) created a smog monster. His plan was to use the monster to terrorize people and accumulate wealth. He wanted to gain wealth in order to make himself more appealing to women. So, basically, his motivations were money and women, two of the most base, basic, biologically-driven motivations possible.

This scientist seemed unconcerned with the harm his actions could cause to others, or with the legality or morality of his plan. He simply wanted to get what he wanted. He seems to be the very definition of a "manifestly non-religious" villain.
