Herschel Sapir ran (and probably founded) the drug company Sapirdyne, which (when it was first introduced) was a subsidiary of Justin Hammer's corporate empire.

Sapirdyne was attacked by Cardiac, a new "anti-hero" vigilante who went after white collar crime. Cardiac attacked Sapirdyne because of the company's alleged illicet corporate activity.

Herschel Sapir hired the mercenary Silver Sable to defend his company from Cardiac.

Opinions may differ as to whether Herschel Sapir should be regarded as a "villain" or simply a "supporting character." The actions of the vigilante Cardiac may be questionable. Was he truly justified in going after all the companies and people he attacked, including Sapirdyne?

Of course, Sapirdyne was a part of Justin Hammer's holdings, and Hammer had a long record of nefarious business activity and outright villainy. It is likely that Herschel Sapir was indeed corrupt as well.
