Cyclops and Chamber battled two men who had War-Tech enhancements. One of them was named Frank. These technological enhancements, grafted onto their bodies, gave them super-powers. But, as they explained, they were 100% human. They blamed mutants for their problems and wanted to hurt or kill mutants. Frank and his fellow cyborg friend were attacking the mutant later known as Wolf Cub (in his first appearance) when Cyclops and Chamber arrived to fight them off.
