Agent Carlisle was an FBI agent who was instructed to find out exactly what Ralph Hinckley's mission is. He was to see if Ralph and his partner, Bill Maxwell, could lead them (federal authorities) to the aliens who bestowed Ralph's super suit on him.
Despite his dogged investigation of Ralph and Bill, Agent Carlisle never was led to the aliens. (In truth, even Ralph himself knew very little about them and he hardly had easy, direct access to them.)
