Roberto Alonzo was introduced in Detective Comics #748 and died in the same issue. He was a former associate of the villainous crimelord known as the "Black Mask." But Alonzo himself was not classified as a "villain" in the story in which he appeared.
Roberto Alonzo was framed for violent terrorist crimes that were actually perpetuated by newly paroled criminal Francis Piper.
