As its name suggests, the Committee for Free Emigration strongly pushed for Russia to allow free emigration. Toward that end, the Committee for Free Emigration organized a plot to use their agent ("the Assassin") to kidnap the Russian super-heroine Red Guardian (Tania Belinsky) in order to coerce the Russian government into allowing free emigration from Russia.
