Comicvine.com identifies "Mr. Randall" from the 1988 Action Comics Weekly story "My Week In Valhalla" as being the same person as "Coach Randall," who appeared in "Superman Plays Football" in Action Comics #4 (Sep. 1938). It seems unlikely to us that this is accurate, given the many decades separating these two stories. But it is theoretically possible, and could be investigated. For now, we have identified "Mr. Randall" as a separate character from "Coach Randall."
