The man known only as "Number 16" (or simply "16") had an interesting history, having been a member of multiple subversive organizations. He joined the White Supremacist organization known as the Sons of the Serpent. He was an agent of the Secret Empire. Finally, he joined HYDRA.

While he was with HYDRA, Number 16 kidnapped and tortured multiple spies, including S.H.I.E.L.D. agents. Nick Fury and S.H.I.E.L.D. finally caught up with Number 16. They released Number 16's prisoners, who beat their captor and torturer. Whether or not Number 16 survived that beating is unclear.

Number 16 is a master torturer. His body is covered with stars.
