Plaht was a Kree scientist who was one of many Kree posing as a "Ruul," a fake race created as part of a Kree hoax to trick the Galactic Council.
Plaht engineered technology that led Genis-Vell (Captain Marvel) to a reverse tachyon star located it the Negative Zone. Plaht created a belt which would allow somebody to survive in Negative Zone for three hours, as part of a mission for the Supreme Intelligence and the Kree.
