Joshua (known as "Black Brother") was the governor of the impoverished Potonga region in the African nation of Orbia. Joshua was frustrated in his efforts to gain justice and opportunity for the people in his country.

There was a great deal of corruption in Orbia. Even Joshua's own wife, Belle, betrayed him for money.

Belle's betrayal apparently led to Joshua losing the governorship of Potonga.

Black Brother's creator Denny O'Neil wrote at least one further episode about this character. The second story was titled "The Return," but this story was never published. Furthermore, this story about Black Brother has never been re-printed, although the other stories published in the same issue (Savage Tales #1) have been re-printed in various places.
