Armand Pelps was ostensibly a respected official. He was a New York school district supervisor. But Mr. Pelps had a dark secret. He was also a member of a child pornography ring. The vigilante known as Sangre exposed Armand Pelps' involvement in this evil group that trafficked in the exploitation of children.

The superhero Thunderstrike saved Pelps' life when he deflected the bullets that Sangre shot at him.

After Pelps' crimes were exposed to the public, he was arrested by Code: Blue, a branch of the New York City Police Department.
