Harley Quinn encountered 11-year-old Amanda when people were trying to kill the child. Amanda's parents had hidden valuable information with her, and given her the ability to retrieve it.
The mystery behind all of this was central to the five-issue "Behind Blue Eyes" story arc that ran in Harley Quinn issue #s 33 through 37. Amanda was featured prominently on the covers and as a major supporting character in these issues.
Harley Quinn stood to earn $500,000 if she could deliver Amanda to a certain location on time. Her effort to do so was made extremely difficult by the fact that numerous bounty hunters and every mob family in Gotham was hunting for the little girl.
International crime cartels were after Amanda. It seemed like everybody wanted the girl. Ultimately, Harley Quinn was forced to made a decision. If she tried to keep Amanda with her, the bad guys might kill them both. But if she turned Amdanda over, doing so might doom Amanda to be blind for the rest of her life.
