Jeremy Barker (known simply as "Barker") was a hitman for the mob. He was captured by Gotham police and pressured to testify against the mob leaders he had worked for. He was to put into the FBI's witness protection program.

The mercenary known as Deathstroke the Terminator broke into the FBI safehouse where Barker was being kept. He prevented a mob-ordered hit on Barker's life, thus saving the assassin's life. Deathstroke then escaped with Barker.
