Agent 74 was an agent working for the world's premiere intelligence agency: S.H.I.E.L.D. Agent 74's real name was never revealed.
Agent 74 was sent by SHIELD to battle Vamp (Denise Baranger, also known as Animus). It was SHIELD chief Nick Fury himself who sent Agent 74 to fight Vamp. The purpose of the demonstration combat was to demonstrate Vamp's abilities to Captain America.
Nick Fury wanted Captain America to train and lead a group of new SHIELD agents, including Vamp, so he was trying to impress Cap with their skills. Captain America turned down the opportunity, suggesting Falcon instead. Falcon accepted.
