A number of sources specify that the "Casey the Cop" was first created by Henry Boltinoff and that 1-page "Casey the Cop" gag strips appeared in Action Comics, Detective Comics and Batman from 1947 until 1964. Actually, "Casey the Cop" first appeared prior to 1947.

Detective Comics #91 (Sep. 1944) is the earliest comic we have been able to find in which Casey the Cop appears. We believe this is the character's first appearance.
