Officer Jankowitz worked at Rikers Island Prison. One of the prisoners he was tasked with guarding was Normon Osborn, the notorious villain known as the Green Goblin.
While Officer Jankowitz was taking a bathroom break, Spider-Man snuck into the corridor just outside Osborn's maximum security cell to ask him about this recent kidnapping of his beloved Aunt May. Osborn was one of the few people who knew Spider-Man's secret identity, and Spider-Man correctly guessed that Oborn had something to do with his aunt's disappearance.
