Jerry (an older police officer with a white moustache) and a Scott (a younger cop) were transporting Frank Castle (a.k.a. "The Punisher) in a transport vehicle back to Riker's Prison from a court appearance. The Punisher convinced them he would give them $5 million in cash if they let him go. At Castle's direction, the officers stopped at a warehouse rented by the Punisher. When the opened the door, a machine gun was triggered that shot them to death. The Punisher was thus able to escape.

The Punisher rationalized that he didn't normally kill lawmen, but that these weren't "clean lawmen", and thus they were as bad as criminals. The Punisher referred to Scott and Jerry as "a pair of murderers in blue." Indeed, they did talk about how they were going to kill him after they obtained the money he promised him.

Jerry's partner Scott only referred to him as "Jer'." Presumably this is short for "Jerry."
