CELINE is a sentient computer program developed at S.H.I.E.L.D. The program went rogue and targeted the Black Widow for elimination because it regarded her as a potential security threat to S.H.I.E.L.D.
Despite the fact that "Celine" is traditionally a female name in English, the "CELINE" program can be classified as male because had a clearly male face. Of course, the face was simply a digitally-generated construct and a computer program doesn't truly have a gender, so the significance of this classification may be debatable.
