The Protoids were regular humans who were mutated by Baron Zemo (Helmut Zemo) and Primus, using technology first developed by Arnim Zola. The protoids were controlled by Zemo and used as servants.

The Protoids first appeared in Captain America (vol. 1) #276 (Dec. 1982), but they were not identified by name (as "Protoids") until Thunderbolts #43 (Oct. 2000).

Should a distinction be made between Protoids and Plastoids? At this point, I think they're the same thing, known by different names.
