Dickie was the kid brother of Whitey, the villainous leader of a marauding motorcycle gang known as Satan's Angels.
The gang was terrorizing innocent people when Captain America stepped in and stopped them. During the conflict, Whitey lost control of his motorcycle and crashed into a crowd, critically injuring his own brother: Dickie. Captain America told Whitey that the memory of this incident would haunt him (Whitey) forever.
