The Hydra leader (who turned out to be Wilson Fisk) hid out in Harold Howard's Las Vegas penthouse.

The Kingpin was masquerading as "Harold Howard." In order to steal Howard's identity, the Kingpin abducted the man and hid him away. After Captain America foiled the Kingpin's plot, an agent for the reclusive millionaire thanked the hero on Harold Howard's behalf.

In panel 3 on page 21 in Captain America (vol. 1) #148, an employee of Harold Howard refers to his boss as "Harold Howards" (a name even closer to "Howard Hughes"). This is probably just a mistake on the part of the writer, who forgot the exact form of the name printed in earlier issues, but it further illustrates the fact that this never-actually-seen character was intended as Marvel's legally-acceptable version of Howard Hughes.
