Rocky was a criminal who worked for Harlem-based crime boss Morgan.

In the opening pages of Captain America (vol. 1) #152, Rocky was driving a truck along the East River Drive. In the passenger seat sat his partner in crime, Smasher Kreel. They were hauling chemicals for Boss Morgan.

The Falcon and his avian partner Redwing intercepted the truck. While the Falcon was punching Smasher Kreel to subdue him, Redwing attacked Rocky, who was still in the driver seat of the truck. Rocky shot at Redwing, which angered Falcon considerably. The Falcon punched out Rocky, exclaiming: "Mister... nobody shoots at Redwing. Nobody."

The Falcon beat up Smasher Kreel a bit more when the criminal went for a gun, and then forced Kreel to reveal who paid for the chemical shipment.

The information Kreel provided to the Falcon led the Harlem hero to Boss Morgan, and from there the Falcon was able to find out where Mister Hyde and the Scorpion were hiding the abducted Sharon Carter. This was the Falcon's objective all along.
