Manny was a security guard who worked at a New York City jail where Captain America was incarcerated after being framed (by Lloyd Bloch, a.k.a. Moonstone) for murder.

A group of self-proclaimed Captain America supporters known as the Sanitation Unit (actually, they were agents of the Secret Empire) tried to break Captain America out of jail. Cap declined to go with them, because he did not want to appear to be working outside the law.

Jail guards arrived on the scene to confront the heavily-armed Sanitation Unit operatives. One of the leading guards (apparently Manny) told the other guards: "Hit 'em hard, guys!"

As a battle broke out between guards and the Sanitation Unit, Captain America tried to stop the Sanitation Unit agents. In panel 1 on page 3 in Captain America (vol. 1) #171, a guard observed Captain America's actions and said: "Didja see that? Cap tossed that guy across the cell--and saved Manny's life!"
