In Captain America (vol. 1) #175, Number Two wore a powerful suit of honor powered by the brain-waves of nine captured mutants. Secret Empire leader Number One introduced Number Two to the American public during the Empire's attempted coup to overthrow the American government. Moonstone had just shown up to challenge Number One's attempt to take over the country. Then Number One had Number Two emerge from the Empire's flying saucer. Moonstone (who was secretly an agent of the Secret Empire) battled Number Two and lost. But this was just a staged battle, used to further the Empire's goals of making America lose hope.
21 issues after "Number 2" was seen in Captain America (vol. 1) #175, an agent of the Royalist Forces of America named "Number Two" was seen in Captain America (vol. 1) #196. Although their designations are the same and they both wear formidable armor, the Secret Empire and the Royalist Forces of America are entirely different organizations and we believe these are different individuals.
