Rasputin was a biker who was a member of the generally law-abiding biker gang known as the Sickle Cycle Club, based out of Rafael, California.

When Steve Rogers briefly retired from being Captain America, there was a void that some people thought they could fill. Rasputin and another member of the Sickle Cycle Club - Scar Turpin - both thought they could be the new Captain America. They fought each other for the "right" to do so. Rasputin lost.

Scar Turpin donned a Captain America costume and tried to go out and be a hero, but he was roundly defeated by criminals on his first time out and he retired immediately.
