Mr. Winters was the principal at Springdale High School. The character's visual appearance was based on Mr. Weatherby, an important recurring character from Archie comics.
Mr. Winters was one of the victims of the costumed villain known as the "Class Clown." Actually Mr. Glass, a former high school science teacher, the Class Clown was seeking revenge on his former teachers - those who had pushed him to achieve his full potential. The Class Clown almost killed Mr. Winters, but Speedball saved him.
The Class Clown was ultimately thwarted by teen super-hero Speedball.
