Oscar Brenner was an economist. He was a member of the 12-person Federal Open Market Committee, and "thus one of the architects of the nation's economic policies."

Captain America figured out that he was the next victim targeted by the Red Skull in a ruthless, murderous campaign.

Captain America, Falcon, and SHIELD agents Peggy Carter and Gabe Jones all went to Mr. Brenner's house to convince him that his life was in danger from the Red Skull. He was very skeptical, but then th Red Skull's hired tugs attack .

Captain America and Falcon are able to fight off the thugs, but they escape with Peggy and Gabe Jones as prisoners.

Captain America and Falcon are wondering why they left without harming Mr. Brenner, the announced next victim. But then, Mr. Brenner lights his pipe, releasing a cloud of the Red Skull's Dust of Death. The Dust, which the Skull had planted in the pipe, kills Mr. Brenner just as the clock strikes midnight, to the sound of Chopin's Death March.
