Jeff Cochren was S.H.I.E.L.D. field operations co-director at the time that the Red Skull revealed that he had "created" Falcon by turning a common street criminal into a more heroic individual and "planting" him on Skull Island so he could meet Captain America and eventually become Cap's sidekick. After this revelation, SHIELD considered Falcon a security risk.

Falcon's friends, Peggy Carter and Gabe Jones, went to the SHIELD helicarrier to confront Nick Fury about how SHIELD was treating Falcon. Fury wasn't in, and they ended up having to talk to Jeff Cochren. Cochren explained the situation regarding Falcon to them.
