"Hollywood" Vine was a criminal based in the Los Angeles area.

After the Red Skull revealed the Falcon's true past, and the fact that he had been a criminal working for a gang leader named "Jaz," the Falcon was brought to trial in Los Angeles. On page 7 in Captain America (vol. 1) #191, Jaz met with some of the members of his gang and pointed out their problem: "We's in a bind, dudes! Snap Wilson [the Falcon] was one of us! If he remembers that little fact-- ain't no tellin' what he'll spill to the Feds!"

Raymond asked Jaz: "So whata we do, Jaz?"

Jaz replied: "We waste the man, Brother Raymond! Dial 'Hollywood' Vine and tell him to put out a contact [sic] on Snap Wilson! Tell him the score! and-- tell him to use the Stilt-Man!"

Later, on page 11, we see Hollywood Vine testifying against the Falcon in court.

But before going to Court, Hollywood Vine did in fact arrange for the criminal known as "the Stilt-Man" (Wilbur Day) to assassinate the Falcon. Not long after "Hollywood" testified against the Falcon, Stilt-Man burst through the roof of the courtroom and tried to kill the Falcon.

Despite his best effort, Stilt-Man failed in the mission Hollywood Vine contracted him to do. Stilt-Man was defeated by the Falcon, Captain America, and Redwing.
