M.O.D.O.K. challenged Doctor Doom to create his most amazing robot ever - a robot copy of Bucky so perfect that it would fool Captain America. Doctor Doom accepted the challenge and did so.
MODOK then planted the idea in the mind of Baron Von Strucker to try to trick Captain America by finding a person who looks like Bucky, only slightly older, and announce to the world that the "real" Bucky had been found. So Baron Von Strucker (who was later revealed to be a robot himself) went to workout gyms in the San Francisco area (where he lived) until he found somebody who was athletic enough and looked similar enough to Bucky that he might be able to pass him off as the original. What Von Strucker did not know was that the man he found was the robot, who had been planted there by M.O.D.O.K.
So... just to be clear about this, the young "man" who Captain America came to believe in this and the next issue was his original World War II partner Bucky Barnes was actually a robot created by Doctor Doom who was pretending to be a human who was pretending to be Bucky Barnes.
