The Governer of New York State (Nelson Rockefeller) at the time wanted to build a State office building in an impoverished part of Harlem. He Governor felt that the project would improve the area and povide hundreds of new jobs.

Stone-Face, a gang leader who ran crime in Harlem, sent thinly veiled threats to the Governor's office. Harrison was a government official who worked for the Governor. Harrison went to Stone-Face's Harlem headquarters himself (which was quite brave!) to respond to the threats for Stone-Face.

Stone-Face told Harrison that unless the Governor's office made a large "donation" to Stone-Face's "community center," then Stone-Face would incite racial riots in Harlem that would make it impossible to proceed with the building project. Stone-Face demanded $1 million dollars in cash.

When Harrison balked at Stone-Face's race-baiting threats, Stone-Face threatened to harm him physically as wel.

Fortunately for Harrison and the Governor, Harrison was rescued and Stone-Face plot was thwarted by Spider-Man, Captain America and the Falcon.
