Agents Twelve and Seven were S.H.I.E.L.D. field agents who were part of the all-female squad featured in Captain America (vol. 1) #s 144 through 148. These two agents were mentioned by name in Captain America (vol. 1) #147 in panel 5 on page 7. In this panel, Femme Force second-in-command Contessa Valentina is seen pointing at escaping HYDRA Supreme Leader (recently unmasked Richard Fisk). The Contessa yells: "The head man... he's getting away! Agents Twele and Seven... get moving! We mustn't let him escape!"

This is the only time that Agents Twelve and Seven are actually ever identified by name. Note that these names can not even be put to a specific face. The action of these Femme Force agents going after the Supreme Hydra to prevent him from escaping is not shown. The action of the story continues with the series lead character Captain America as he tries to catch Richard Fisk, but we do not see any Femme Force agents alongside him.

There were at least 9 SHIELD agents who comprised Femme Force (including squad leaders Agent 13 (Sharon Carter) and the Contessa Valentina. These agents are shown extensively in Captain America (vol. 1) #s 144 through 148, so we can assume that Agents 12 and Seven are among those agents and that they are featured prominently in this stories. But it is impossible to specify which agents they are. All of the agent wore matching uniforms and (frankly) looked fairly similar to each other, so it does not really matter. Individually, all of the agents were minor supporting characters meant to enhance the stories of Agent 13 and the Contessa, and to enhance their status as supporting characters in the Captain America series. With Femme Force, Carter and the Contessa were seen to be not simply regular agents, but agents with a meaningful leadership role within SHIELD.
