An unnamed black man worked with a white man called "Gunner" and another black man they called "Boss" to kidnap children from around New York City. They kidnapped these children strictly for the money. They were loathsome criminal mercenaries with little regard for the well-being of others, even children.
The unnamed kidnapper, Gunner and Boss used a van to grab kids off the street. The van could transform into a Volkswagen in order to make it harder for authorities to track what they were doing. The threesome turned the kidnapped children over to Batroc the Leaper, who in turn was collecting the children on behalf of an unknown client, a client who turned out to be the powerful alien Jakar. This alien, from another dimension, wanted to use the energy from these children to restore his beloved wife and others of his race to health, after they had lapsed into comas as the result of a strange disease that wiped out nearly everything in his dimension.
Fortunately for the children, the Falcon and Captain America both investigated this case. The Falcon himself (with the help of an informant named "Ducks") tracked down Gunner, Boss and the third, unnamed kidnapper. The Falcon thrashed them. Boss and the unnamed kidnapper apparently escaped, but the Falcon hung onto Gunner long enough to coerce him into giving up the location of the children.
