Dick was a police officer who worked in the same New York City police precinct where Captain America worked in his civilian identity as Steve Rogers.

Dick had known Sgt. Brian Muldoon for a long time, and was no doubt surprised along with the other officers in the precinct when Muldoon was suspended over accusations of corruption.

While the investigation into Muldoon's activities was still ongoing, Muldoon visited Captain Ferris in the princinct headquarters.

As Muldoon entered Captain Ferris's office, Dick observed him and whispered to a fellow officer: "Jeez, it's Muldoon--in civvies! He sure looks out of place when he's not in uniform!"

Dick's fellow officer replied: "Is that all you see, Dick? Look at his shoulders. He looks like he's aged ten years!"

Dick was seen again in Captain America (vol. 1) #159. In panel 4 on page 9, Dick can be seen, wearing his full police uniform, driving a police squad car with Commissioner Feingold as his passenger. They are trying to get to the scene of a battle between Captain America and the Cowled Commander's "Crime Wave" operatives (Plantman, The Eel, Porcupine, Scarecrow, Viper). The Police Commissioner tells him: "Crash the vine barrier. Full out, Dick! See if we can get through!"

Dick replies: "Okay, Commissioner, but fasten your seat belt! This'll be rough!"

Dick can then be seen in three additional panels, driving the squad car and pulling up to Captain America and the Falcon, and then standing next to Commissioner Feingold at the scene of the battle, as the Crime Wave super-villains make their escape.
