Marge was the wife of Captain Ferris. Marge's husband was a top leader over the police officers who worked in the New York City precinct where Captain America worked for a time in his civilian identity as Captain America.

Sgt. Brian Muldoon was visiting Captain Ferris in his office, demanding to be told about how the investigation was going into the corruption accusations that had been levelled against him (against Muldoon). Captain Ferris informed Muldoon that everything was being done to bring the investigation to a conclusion, so that Muldoon could return to work.

Captain Ferris definitely felt bad for Muldoon. In panel 7 on page 10 in Captain America (vol. 1) #157, Captain Ferris told Muldoon: "The public's up in arms, Brian. We'd reinstate you in a minute-- but how would it look? Listen, Marge and I have having a party Friday night..."

Muldoon wasn't interested in the party. He said, "I couldn't Captain... Thanks anyway."
