The uniformed operative known only as "Number One" was a member of the Sanitation Unit, which tried to break Captain America out of jail as part of a plot to frame Cap for murder, coerce him to flee from the law, and further discredit his reputation.

"Number One" was referred to by name (or, number, really) in panel 4 on page 4 in Captain America (vol. 1) #171.

Number One said: "...Penn street doesn't want any errors!"

Another Sanitation Unit agent said: "Right, Number One! But ain't it a laugh, though-- --when Cap wakes up, he's gonna find himself even more discredited-- --never knowing we are actually working against him!"

Then Number Four said: "Let's laugh later, Number Eight--after we've made our 'anonymous phone call' to the cops-- --and then to the news media!"

Captain America has just regained consciousness. He says: "Save your dime, Jack! That call's gonna be delayed!"

Number Four is surprised, and says: "Impossible! Nobody recovers from that gas so qui--"

Then Cap punches Number Four.

A surprised agent exclaims: "He's knocked out Number Four!"
