Jocko was a member of the Road Runners gang based in San Rafael, California.

One day Jocko and five fellow gang members were mugging and beating an innocent pedestrian. Scar Turpin, who was out on patrol for the first time ever as the "new Captain America" saw the mugging and started rushing toward the scene to put a stop to it. In panel 3 on page 13 in Captain America (vol. 1) #179, Jocko sees Turpin/Captain America rushing toward them. Jocko shouts: "Hey! We got company!"

Another gang member, with shoulder-length blonde hair and a thick beard says: "No hassle, Jocko! No fancy cops puttin' anything over on the Road Runners! That's what a gang's for!"

Jocko (a middle-aged blonde man wearing a tan sweatshirt and brown slacks) and the other 5 Road Runners then beat up Scar Turpin. Turpin decided to quit being Captain America after this.
