Dr. Wagnastein is the scientist/inventor who created an incredibly powerful device known as the Ultra-Oscillatron. This is a device that makes it possible to exchange the consciousness (or minds) of two people non-surgically. The device does this by the direct transfer of brainwaves.

The Ultra-Oscillatron was empowered by the unsavory rotund billionaire Kronin Krask, a foe of Thor (and other super-heroes). Krask kidnapped Dr. Wagnastein and forced him to reveal the secrets of his technology. Krask wanted to use the device against Thor.

Krask was also assisted by Dr. Jim North, who had been apprenticed to Dr. Wagnastein. Dr. North insisted that it was impossible to utilize the Ultra-Oscillatron technology without the help of its inventor (Dr. Wagnastein). Krask already assumed as much, which is why he had kidnapped Dr. Wagnastein.

Dr. Wagnastein was not actually seen on-panel, but was referred to by other characters in Thor (vol. 1) #172.
