Police Chief Wilson was the police chief in a part of the Florida Evergaldes where superheroes Human Torch (Jim Hammond) and Toro came to investigate the kidnapping of roboticist Professor Costene. Wilson didn't seem to care very much, and he wasn't every helpful. But then his own daughter, Betty Wilson, was kidnapped by the Vulture (Isidoro Scarlotti) in order to pressure the Chief to stay off the case. It was the Vulture who had kidnapped (and killed) the missing roboticist. (Apparently the Vulture didn't realize how apathetic the police chief really was. He could have just left Betty alone.) Fortunately for Chief Wilson, the Human Torch and Toro were able to rescue Betty from the Vulture, although the Vulture escaped.
