Travis was fairly new to Washington D.C. He was one of just nine other people in a meeting Nick Fury attended in Washington to discuss Chitauri-detection technology. Soon after the meeting started, Travis said he had been reviewing his files and he didn't see any information about Stark Industries bidding to do work on such technology. A higher-level official (Ozzie Bright from the Defense Department) quickly told the meeting leader (White House delegate Maureen Fowler) that he wanted Travis out of the meeting, because he didn't have enough security clearance to hear what they were going to discuss. Fowler politely had Travis leave, and then told Ozzie that he had made his point. Ozzie Bright had established himself as something of an "alpha dog," and also established the fact that what was going to be discussed was top-secret. Then they began the meeting in earnest.
Travis only appears on pages 18 and 19 of the novel The Ultimates: Against All Enemies.
