Joe was a reporter who was present at the NYPD 11th precinct when Jonathan Powers announced that he would reveal Daredevil's secret identity the world. Joe went to the announced location at the proper time: the George Washington Bridge. Joe saw what appeared to be Daredevil murdering Mr. Powers. In reality, Powers was really the super-villain known as Jester, and he was framing Daredevil for murdeing him. Joe the reporter was an unwilling pawn in the Jester's scheme.
