"Big Ben" Donovan's brother Paul Donovan became the leader of the Thunderbolts gang, presumably after the events depicted in Black Panther (vol. 1) #15.
Paul tried to fight the powerful organized crime syndicate known as the Maggia for control of their turf. This was a huge mistake, of course, as the Maggia were far more powerful than the Thunderbolts gang.
Assistant District Attorney Bill Carver (who had formerly infiltrated the Thunderbolts gang) caught and arrested Paul and put him on trial. Paul didn't live long enough to be put on trial, as he was killed by Maggia operatives.
