NYPD investigator Glenn Owens showed up to investigate a Chitauri attack at the home of Bucky Barnes. One of the police officers in Owens' jurisdiction (Patrolman Victor Elizondo) had been killed by Chitauri.
NIck Fury, head of S.H.I.E.L.D. was there with a SHIELD team. After waiting for a long time, Owens finally had a chance to speak with Fury, who really did not want local police involved in what was really an alien invasion of global significance. When pressed by Owens, Fury finally told the police investigator the complete truth about what was going on, with the implication that this was all quite over his pay grade. Owens, realizing the scope of things, politely left the scene, asking Fury if his people could keep him updated.
