Ozzie Bright was an undersecretary from the Defense Department who attended a high-level, closed-door meeting with SHIELD director Nick Fury to discuss Chitauri-detection technology.
As revealed on page 220 in the novel The Ulitmates: Against All Enemies, Ozzie Bright was killed and assimilated by the shape-shifting Chitauri. It is not clear whether any of the appearances of Ozzie Bright (including the first time he is mentioned in the novel) were actually Ozzie Bright himself. It seems likely that from the very first time the character is described (in his meeting with Nick Fury), he had already been replaced by a Chitauri spy.
