Vernon was an inmate at Riker's Island prison. He worked as the book dispenser (prison librarian).
Vernon came to know Doctor Octopus (Otto Octavius) while the mad scientist was incarcerated there. Before the big event, Octavius planned a violent prison break and advised Vernon to return to his library and take shelter within his stacks.
Vernon asked Octavius: "Why? Something goin' down?"
Octavius replied: "Everything but the murder rate."
